JPEGs require a Pillow install.  To avoid the install, as of frigal 1.6 
use either PNG files and a Python that uses Tk 8.6 or later (e.g., a
standard Windows install of Python 3.4 or later), or GIF or PPM/PPG files
and any Python 3.X.
